As Congress prepares to reauthorize ESEA, how might this sort of learning opportunity be incentivized, so that experiences like this become the norm (in all schools) and not the exception?

It almost seems more effective if you give the students a problem and let them learn the skills necessary to solve that problem along the way rather than teach them the theory and skills first then present the problem. Just like in the real world, you are given a problem you must solve and then you must learn the necessary skills as quickly as possible. Thanks again for a great post!
